(Noun) The name of a rooster in many fictional fables and stories. In several versions, Chanticleer believes his crowing is what causes the sun to rise - rather than the other way around - and is seen by everyone (especially himself) as cock of the walk. That's a pun. Eventually, everyone (especially himself) learns better - but by then he's seen as doing such a good/important job that he's allowed to "cock-a-doodle-doo" every dawn.
