Definitions
(Expression) One may mean well, but often one doesn't make the effort to do the thing.It means that intentions are meaningless, and actions, or end results, is what matters.
Usage: "I did not intend to kill that person while driving drunk", would be a great example. Your intention is helpless to the fact that your action killed someone, thus the road to hell is paved with good intentions.
