Hence "kakistocrat," one who rules by stealing (theft); "kakistocratic" (adj), of or pertaining to a rule of thieves.Usage: Beware thieves in power, called kakistocracies, for banditry respects neither persons nor property nor any law but force majeure (Montaigne).
