damn by faint praise
Definition
(Expression) To "praise" someone with an almost-humiliating comparison.Usage: Usage: To call Elizabeth I (arguably England's greatest monarch) as better than Edward VI (a less-than-great monarch to put it mildly) would be to damn by faint praise. (Okay, okay! Maybe Edward would've been great had he lived, but most historians dismiss him as an afterthought between Mary (bad) and Elizabeth I (great).
