Definition

T.O.W.E.D rate
acronym for "Tow Operators Working to Eliminate Drunk Drivers". A nationwide program put on by some towing companies offering a free ride home with their vehicle should they be too intoxicated to drive. It has and is a very effective program throughout the nation.
Usage: "Due in part the effectiveness of the T.O.W.E.D program in Helena, there were no drunk driving arrests this New Years Eve.
