Dust Bowl rate
(Noun) Informal reference to the dust-accompanied-by-ferocious-winds that were commonplace in the Southwest and South-Central U.S. during the 1930s and exacerbated the Great Depression - so many "Okies" fled to California, which tried to bar them - until the Supreme Court ruled that a U.S. citizen is a U.S. citizen primarily - not a Californian or whatever.
Dust Bowl rate
Was an area in the Southern Central U.S. that suffered Dust Storms.
