(Noun) Defense Business Systems Management Committee - The fiscal year 2005 defense authorization act specifies actions that the U.S. Department of Defense must take regarding review and approval of business systems. One of the requirements is that, effective 10/1/2005, funds may only be obligated for a defense business system modernization project with total cost exceeding $1 million after the approval authority designated for that system certifies to the Defense Business Systems Management Committee (DBMSC) that the system project meets specific conditions called for in the act and certification by the approval authority is approved by the DBSMC.Usage: The Business Transformation Agency (BTA) reports directly to the vice chair of the DBMSC.
