(Noun) Arguably, the worst U.S. President (1867-1861) ever. And, it just came to me, the only Democrat among the possibilities. (Grant, Buchanan, Reagan, Harding, Bush II, Nixon ... ).

Usage: Arguably (again), the greatest disaster in U.S. presidential history was James Buchanan's failure to address the secession issue. Hence, the Civil War. (Iraq was the greatest disaster in the history of U.S. foreign policy - not the whole country.)
